Contramañanera May 26, 2026
Six claims reviewed: record FDI, trade balance, federal ad spending, homicides −44%, Guanajuato 12 to 4 daily, and Morena's 12 million members. Counter-data: INEGI, Banxico, SESNSP, INE.
President Claudia Sheinbaum boasted, at the mañanera of May 26, 2026 at Palacio Nacional, an all-time-high FDI, a −44% drop in homicides, and 12 million Morena members, citing the Ministry of Economy, the SESNSP and the party itself.
Banxico published the same May 25 a 3.37% contraction in quarterly FDI. The most recent SESNSP report logs 40%, not 44%, in the homicide drop. The RNPDNO records 16,185 missing persons in the first 16 months of the term.
Claim 01 — Record-high FDI in Q1 2026
What was said. “this year was 23 billion 591 million dollars; historic record for Foreign Direct Investment, first quarter of 2026” — Claudia Sheinbaum, mañanera of May 26, 2026.
What the documents say. The Ministry of Economy, led by Marcelo Ebrard, reported +10.4% YoY on USD 23.591 bn. Banxico, Banamex and Banco Base published the same May 25 a calculation of −3.37%, comparing against the final Q1 2025 figure revised to USD 24.413 bn.
Reinvestment of profits was USD 22.222 bn — 94.2% of total — up 33.5%. New investments were USD 1.705 bn, up 7.5%. Of every 100 dollars in the “record,” 94 are profits that companies already operating in Mexico recycled.

Claim 02 — Trade balance: +21.8% in exports, January-April
What was said. “It grew, from January to April: 21.8 percent in exports... imports rose 19.9... surplus of 3 billion 508 million dollars” — Claudia Sheinbaum, mañanera of May 26, 2026 (translated).
What the documents say. The INEGI Foreign Trade bulletin of May 26 confirms the three figures: exports USD 247.628 bn (+21.8%), imports USD 244.120 bn (+19.9%), surplus USD 3.508 bn. The quote is faithful to the published document.
The comparable period, Jan-Apr 2025, closed with a deficit of USD 314 mn. The “leap to surplus” rests on a low base. April alone pushed exports +32.6% YoY, a figure analysts attribute to shipment front-loading ahead of USMCA tariff disputes.
Claim 03 — Federal media spending “less than a third” of Peña Nieto’s
What was said. “10 billion pesos earmarked for media during Peña Nieto’s term... Per year. We spend less than a third” — Claudia Sheinbaum, mañanera of May 26, 2026 (translated).
What the documents say. The Peña figure is faithful to Article 19 and Fundar: the 2013-2018 term spent MXN 61.659 bn on official advertising, ~MXN 10.277 bn yearly average; 2017 peaked at MXN 10.725 bn.
Federal spending in 2024 was MXN 3.795 bn — 35.4% of the cited base, just under the “one-third” ceiling — but rose 39.9% vs 2023. State governments, mostly Morena-led, spent in parallel MXN 9.704 bn, with 13 states exceeding 200% of their authorized budget.
BlackPaper note: federal dropped. State exploded. Concentration in a few outlets — Televisa, La Jornada, Medios Masivos Mexicanos — did not break.
Claim 04 — Homicides fell 44%
What was said. “there is a 44 percent reduction in homicides” — Claudia Sheinbaum, closing the mañanera of May 26, 2026, previewing the Security Cabinet’s May 27 report (translated).
What the documents say. The SESNSP report of May 12, presented by Marcela Figueroa, records 40%, not 44%, in the drop of average daily victims, from 86.9 to 52.5 between September 2024 and April 2026. The 44% corresponds to the previous cut of March 11 (Sept 2024-Feb 2026).
While homicides fall, disappearances rise. Amnesty International: +10.5% in 2025. RNPDNO: 16,185 persons missing in the first 16 months of the term, 74% more than the same period under López Obrador. México Evalúa adjusts the real drop in lethal violence to 22%.

Claim 05 — Guanajuato: from 12 to 4 daily homicides
What was said. “how did we go from 12 daily homicides to 4 daily homicides in Guanajuato?” — Claudia Sheinbaum, mañanera of May 26, 2026 (translated).
What the documents say. SESNSP confirms the drop in willful homicide in the state: from 11.81 to 4.45 daily (62.3%) or 12.7 to 4.2 depending on the cut. Sheinbaum’s approximation is valid. The full picture, however, differs.
Causa en Común documents that Guanajuato led the national rise in disappearances in 2025, +53% YoY (623 to 954cases). It accumulates >5,500 missing persons and 270 clandestine graves. Between May 2025 and January 2026, 78 bodies were recovered north of Irapuato.
Claim 06 — Morena’s 12 million members, “great work”
What was said. “Andrés... signed up [...] 12 million, I think. Imagine, the largest political party, I don’t know if in the world, but one of the largest. Great work as Organization Secretary” — Claudia Sheinbaum on Andrés López Beltrán (translated).
What the documents say. The figure of 12,250,000 was self-announced by Morena via Luisa María Alcalde in March 2026. Not an INE-certified roster: in April, the INE invalidated 160,000 affiliations because Morena failed to prove authenticity or voluntary consent.
The INE fined Morena MXN 15,696,138 — the most sanctioned of five parties — for non-consensual affiliation. 133,594 entries matched persons already enrolled in other organizations. In León, there are documented cases — Coecillo neighborhood — of recruitment via social-program promises.
